Asterisk has a Wildcard TDM410 with a 4 POTS lines.
Need root on pegasus to control Asterisk stop/restart. Possibly only need asterisk group membership to edit configuration files.

Originate a call from pegasus to the red payphone:
channel originate DAHDI/4 application Echo
Looks like channel DAHDI/1 is attached to the origination POST line from the telco.
Channel DAHDI/3 is attached to the line in the rear of the space.
