Since becoming a Member entails the full Consensus of the existing Membership, the baseline features of Consensus should also apply here. 
In the case of a Member wishing to block, for example, that block carries with it the same weight as a consensus-block anywhere else:  the implication that the Member with a block believes the prospective proposal (or in this case, Member) to be potentially a large enough mistake for Noisebridge to make that they intend to walk away from the collective if the prospective candidate is accepted.
