Consensus Item 2

Putting this as one consensus item for now, as the multi-consensus format seemed like a mistake.
In any case, the last consensus of Noisebridge is this:
- It is Excellent to be fully vaccinated before entering Noisebridge, and we will work to actively communicate such through signage and tours
- Requiring vaccination records are more harmful than helpful, both because of de-anonymization and internal biases
- Masks will be negotiated by small-C consensus of the people inside Noisebridge.
This proposal is to either reaffirm these, or edit the proposal into something everyone agrees with.

Lizzard-it is also about fairness and about how checks might have biases
